Maintains the existing prohibition on the Public Utilities Commission issuing certificates of need for construction of new nuclear-powered electric generating plants in Minnesota.

Creates an exemption allowing construction of small-scale nuclear-powered electric generating plants defined as those generating 100 megawatts or less of electric energy.

Requires certificates of need for additional spent nuclear fuel storage at facilities seeking license extensions to address the impacts of continued operations over the approval period.

Becomes effective the day following final enactment.
