H.F. 4390 - Board of Cosmetologist Examiners

• Increases Board of Cosmetologist Examiners membership from seven to nine members, adding one advanced practice esthetician and one hair technician to the board effective January 1, 2023.

• Establishes licensing for hair technicians as a new regulated profession, defining services including cutting hair and applying dyes, bleach, keratin, and other chemical treatments effective January 1, 2024.

• Eliminates fees for instructors' operator or salon manager licenses while they maintain an active instructor license, and automatically continues these licenses as active effective January 1, 2024.

• Allows barbers with active Minnesota registration to receive credit toward required hours for cosmetology or hair technology licensure, as determined by rule, effective January 1, 2024.

• Appropriates $20,000 in fiscal year 2023 for licensing and regulating hair technicians and directs the board to establish a working group to study salon manager licenses, special event permits, and endorsement-based licensing structures by January 1, 2024.
