Appropriates an unspecified amount from the general fund in fiscal year 2023 to the Commissioner of Public Safety for youth justice services grants administered by the Office of Justice Programs.

Allocates $5,000,000 for grants to individuals or organizations providing mental health services for youth, including residential care, community-based treatment, and school-based counseling, with programs designed by youth with lived experience, mental health providers, and corrections professionals.

Allocates $3,000,000 for youth development grants to establish or support after-school programming, mentoring, tutoring, and community engagement that incorporate trauma-informed therapy.

Funds an independent consultant to develop an assessment tool for the juvenile justice and mental health systems with a continuum of care model designed for the juvenile justice population.

Funds comprehensive, facility-wide training on mental health crisis response and trauma-informed care at Minnesota's 12 juvenile detention facilities.
