Requires petitioners to file a verified petition with the court containing names and addresses of adjoining landowners, legal descriptions of affected lands, and a licensed surveyor's plat showing the correct boundary location.

Directs courts to establish boundaries and judicial landmarks before issuing final orders, with recording fees paid by the county if it altered the boundary in error or by the petitioner if the alteration was correct.

Authorizes any person owning land to bring action against the county to establish a boundary line altered by county survey, with the county liable for court costs and attorney fees if the alteration was erroneous.

Requires every county to assess all public land survey monuments within its boundaries by December 31, 2024, and preserve or restore destroyed or obscure monuments by December 31, 2025, with a tax levy limitation for compliance.
