Appropriates $4,000,000 in fiscal year 2022 and $12,000,000 in fiscal year 2023 from the general fund to the commissioner of human services for grants to Hennepin County homeless services.

Allocates up to $4,000,000 for design, construction, equipment, and furnishing of Simpson Housing Services shelter facility in Minneapolis and up to $10,000,000 for St. Stephens/House of Charity shelter facility in Minneapolis.

Funds maintenance of current shelter and homeless response programming previously supported by federal CARES Act and American Rescue Plan Act funding, including Avivo Village operations, 24/7 shelter services, housing-focused case management, and shelter diversion services.

Authorizes Hennepin County to contract with eligible nonprofit organizations and local and tribal governmental units to provide services under the grant program.

Sets funding base at $2,000,000 for fiscal year 2024 and $13,000,000 annually for fiscal years 2025, 2026, and 2027, with unused first-year balances carrying forward to the second year.
