Community water systems must develop complete inventories of lead service lines by January 1, 2023, and submit initial counts by September 1, 2022, including locations and composition of all service lines.

All lead service lines must be replaced by July 1, 2032, with community water systems required to replace at least 10 percent annually, including lines on private property.

Community water systems must provide written notice by February 1, 2023 to all customers, nonpaying consumers, and off-site owners affected by lead service lines, including health effects information and exposure reduction steps.

Community water systems must submit annual replacement plans and progress reports to the commissioner; partial replacements are prohibited except during emergencies.

An unspecified amount is appropriated from the general fund in fiscal year 2023 to the Public Facilities Authority for grants to local units of government to fund lead service line replacement.
