• Requires the Public Facilities Authority to use the maximum amount of federal funds available for green infrastructure, water efficiency, and energy efficiency improvements beginning in fiscal year 2023, or a minimum of 20 percent of federal funds if no maximum is specified.

• Creates a new green infrastructure grant program with two accounts (special revenue fund and bond proceeds fund) to provide grants to political subdivisions for green infrastructure projects including trails, bridges, roads, and stormwater mitigation amenities.

• Appropriates $20,000,000 from state general obligation bonds and $20,000,000 from the general fund in fiscal year 2023 to the Public Facilities Authority for green infrastructure grants.

• Provides grants to Minneapolis Park and Recreation Board for infrastructure improvements along Shingle, Bassett's, and Minnehaha Creeks, and to Dakota County for a green infrastructure pilot project on a 2.4-mile segment of the Mississippi River Greenway.

• Allows principal forgiveness or grants for green infrastructure projects not to exceed 25 percent of eligible project costs up to $1,000,000 in the clean water and drinking water revolving funds.
