Amends Minnesota Statutes section 13D.02, subdivision 1, regarding conditions for conducting open meetings using interactive technology.

Allows a public body member to participate from a nonpublic location up to three times per calendar year if serving in the military at a required drill, deployed, or on active duty.

Permits a member to participate from a nonpublic location up to three times per calendar year if advised by a health care professional against being in a public place for personal or family medical reasons, but only during a declared state of emergency and expiring 60 days after emergency removal.

Maintains existing requirements that all members can hear and see each other, at least one member is physically present at the regular meeting location, all votes are conducted by roll call, and each location where members are present is open and accessible to the public.
