Changes the Metropolitan Council and advisory metropolitan land use committee review period from biennial (every two years) to decennial (every ten years), with reviews due by January 15 of years ending in "5"

Eliminates the requirement for the council to submit a legislative report during January before implementing major alterations or amendments to metropolitan significance standards

Maintains the 90-day waiting period after a proposed rule is published before major alterations or amendments to metropolitan significance standards can take effect

Applies only to the seven-county metropolitan area: Anoka, Carver, Dakota, Hennepin, Ramsey, Scott, and Washington counties

Effective the day following final enactment
