Appropriates $100,000 in fiscal year 2023 to the Commissioner of Human Services for planning an on-site workforce support services program at Minnesota State Colleges and Universities campuses, with general fund bases of $2,430,000 (FY 2024) and $3,240,000 (FY 2025).

Workforce support services must include career counseling, support services, and resources to resolve barriers to degree completion for low-income students and students of color participating in the Supplemental Nutrition Assistance Program.

Appropriates $1,911,000 in fiscal year 2023 to support demonstration sites delivering wraparound workforce services and household economic support for adults receiving assistance through the Supplemental Nutrition Assistance Program or Minnesota family investment program pursuing health care degrees.

Requires demonstration sites to be evenly divided between greater Minnesota and the Twin Cities metropolitan area and include at least one Tribal site, with general fund bases of $7,075,000 (FY 2024) and $10,112,000 (FY 2025).

The midskilled health care occupations appropriation is available until June 30, 2026.
