• Establishes mental health provider supervision grants to fund supervision of interns and clinical trainees, and subsidize licensing application and examination fees for clinical trainees.

• Creates a Department of Human Services systemic critical incident review team to identify systemic influences in critical incidents related to home and community-based services, separate from maltreatment investigations.

• Establishes workforce incentive fund grants to help behavioral health, housing, disability, and older adult providers recruit and retain direct support workers earning $30 per hour or less, with eligible workers receiving up to $5,000 annually for retention, education, childcare, and transportation costs.

• Increases ICF/DD operating payment rates by 5% effective January 1, 2023, and modifies payment rates for CFSS, elderly waiver, and disability waiver services with phase-in adjustments and rate recalculation requirements every two years.

• Appropriates $3.806 million in FY2023 for workforce support services at postsecondary institutions, behavioral health peer training, midskilled health care occupations demonstration sites, online tool accessibility, and systemic critical incident review implementation.
