Establishes a free college grant program administered by the Commissioner of Higher Education to pay remaining tuition and fees for eligible students at Minnesota state colleges.

Restricts eligibility to students who receive a state grant award under section 136A.121 and are enrolled at a Minnesota state college.

Sets grant amounts equal to the student's tuition and fees allowance minus federal Pell Grants, state grants, other gift aid, institutional scholarships, and tribal or private grants, then multiplied by a percentage based on family adjusted gross income (100% for under $100,000; 75% for $100,000-$125,000; 50% for $125,000-$150,000; 0% for over $150,000).

Requires the commissioner to administer the program consistent with the existing state grant program and include spending projections in annual reports.

Appropriates funds from the general fund in fiscal year 2023 for program administration and promotion/student outreach efforts (specific dollar amounts to be determined).
