Establishes a Public Land Survey System Monument Grant Program administered by the chief geospatial information officer through the Geospatial Advisory Council to accept county applications for funding to perpetuate and restore public land survey monuments and update related records and data.

Requires the chief geospatial information officer to establish prioritization criteria favoring counties that demonstrate financial need when grant resources are insufficient for all applicants.

Mandates biennial reports to legislative committees by October 1 of odd-numbered years detailing grant program administration, progress on monument restoration and certification by county, and forecast for completing monument recertification statewide.

Appropriates $10,000,000 in fiscal year 2023 for the monument grant program (up to 4% for administration) with a base of $10,000,000 for fiscal years 2024-2057, dropping to $0 in fiscal year 2058 and thereafter.

Appropriates $1,000,000 in fiscal year 2023 for grants to counties to employ technical staff assisting surveyors with marking public land survey corners, with the same base structure through fiscal year 2057.
