Amends Minnesota's open meeting law to allow local government bodies to conduct meetings by interactive technology if all members can see and hear one another and the public can see and hear all discussions and votes.

Requires at least one member of the body to be physically present at the regular meeting location and all votes to be conducted by roll call.

Allows members to participate from non-public locations up to three times per calendar year if serving in the military on required duty, deployment, or active duty.

Permits members to participate from non-public locations for health reasons when advised by a health care professional and only when a state of emergency has been declared, expiring 60 days after the emergency ends.
