Amends Minnesota Statutes to modify ownership transfer requirements for off-highway motorcycles, snowmobiles, and all-terrain vehicles, effective for transfers made to the commissioner within 15 days of transfer.

Requires all transfer applications to be executed by the registered current owner and purchaser using a bill of sale that includes the vehicle serial number.

Makes purchasers subject to penalties under section 84.774 (for off-highway motorcycles and all-terrain vehicles) or section 84.88 (for snowmobiles) if they fail to apply for ownership transfer within the 15-day timeframe.

Adds requirement that snowmobile owners must notify the commissioner of destruction or abandonment within 15 days and face penalties under section 84.88 for failure to do so.
