Commissioner of human services shall establish a dental home pilot project by July 1, 2023, to increase dental care access for medical assistance and MinnesotaCare enrollees while improving patient experience and oral health outcomes.

Dental homes must provide high-quality, patient-centered, comprehensive, and coordinated oral health services across clinical and community-based settings, including virtual care.

Commissioner shall establish baseline requirements and performance measures addressing access, patient experience, and clinical outcomes, and may test value-based payment models for participating providers.

Commissioner shall issue a request for proposals considering geographic distribution, provider diversity, health equity, and accessibility for patients with disabilities.

Commissioner shall report to legislative committees beginning February 15, 2023, and annually thereafter, and within six months after project conclusion shall recommend whether to extend the program statewide.
