Requires the commissioner to rebase dental payment rates for Medical Assistance and MinnesotaCare beginning January 1, 2023, and every three years thereafter.

Initial rebasing aggregate expenditures cannot exceed the total amount spent using existing payment methods, adjusted by the Medical Economic Index (MEI) change between midyear 2021 and midyear 2023.

Subsequent rebasing expenditures must not exceed prior amounts adjusted by MEI change between the midpoint of the base year (two years prior to rebasing effective date) and the rebasing effective year.

Exempts federally qualified health centers, rural health centers, state-operated dental clinics, and Indian health centers from rebasing requirements.
