Amends Minnesota Statutes 2020, section 62J.23, subdivision 2, to modify the definition of "prescription drug" under the state antikickback provision.

Expands "prescription drug" to include prescription drugs administered through infusion, injection, or other parenteral methods, along with related services and supplies.

Permits individuals to receive discounts, price reductions, or limited-time free samples of prescription drugs, medical supplies, or medical equipment from manufacturers and pharmacy benefit managers when connected to a purchase for that individual and compliant with state and federal law.

Allows pharmaceutical manufacturers, medical supply or device manufacturers, and pharmacy benefit managers to provide ancillary products necessary for treatment and items of insignificant value to patients, except for benefits or incentives for continued product use.

Preserves health plan companies' ability to offer tiered formularies with different co-payment or cost-sharing amounts for different drugs.
