Commissioner of information technology services must develop and implement a plan to modernize information technology systems supporting early childhood programs, including child care and early learning programs administered by the Departments of Education and Human Services.

Plan must enable early childhood programs to collect, analyze, share, and report data on program participation, school readiness, early screening, and other childhood indicators while improving program efficiency and family coordination.

Commissioner of management and budget must identify administrative rules and practices preventing or complicating data sharing among early childhood programs, with preliminary findings due February 1, 2023, and final report due February 1, 2024.

Early childhood information technology account is created in the special revenue fund to receive appropriated money for modernizing information technology systems supporting early childhood programs.

Appropriations in fiscal year 2023 are provided from the general fund for data sharing barrier assessment (available until June 30, 2024) and for transfer to the early childhood information technology account; annual status reports required by February 1 of each year.
