• Transitions medical cannabis regulation from a two-manufacturer registration system to a competitive licensing system for multiple business types (cultivators, processors, distributors, transporters, and craft businesses) beginning January 1, 2025.

• Establishes licensure requirements including labor peace agreements with bona fide labor organizations, background checks for officers and directors, application fees, and evaluation criteria focused on technical expertise, financial stability, and security measures.

• Requires pharmacist consultations before distribution and implements testing, security, and transportation standards for all licensed medical cannabis businesses.

• Phases out registered manufacturers over 2.5 years: existing manufacturers can operate through December 31, 2024, after which they must obtain appropriate licenses under the new system.

• Repeals provisions related to the old manufacturer registration system effective January 1, 2025, and directs the revisor to prepare conforming legislation for the 2025 session.
