Modifies the after-school community learning grant program to clarify that grants serve organizations offering academic and enrichment activities during nonschool hours, including art, music, literacy, science, technology, engineering, math, health, and recreation programs.

Changes program objectives from increasing school connectedness and academic achievement to focusing on building protective factors connecting youth to caring adults, developing postsecondary education and career skills, and encouraging school attendance aligned with world's best workforce goals.

Requires grant proposals to include explanations of how programs support identified objectives and plans for implementing effective practices with staff professional development opportunities.

Mandates the commissioner annually report by January 18 to legislative committees on grant recipient performance and provide technical assistance to grantees, with up to 2.5 percent of appropriations used to contract with Ignite Afterschool for this assistance.

Appropriates funding for fiscal years 2022 and 2023 for after-school community learning program grants, with $1,500,000 designated for programs serving students with disabilities, allowing the commissioner to retain up to two percent for administration.
