An unspecified amount from the general fund in fiscal year 2023 is appropriated to the commissioner of administration to contract with the Institute on the Environment at the University of Minnesota for research on projected weather trends.

Research must analyze how future weather conditions (drought, elevated temperatures, and flooding) may weaken natural systems' ability to mitigate these conditions in Minnesota.

Research must determine what human interventions and changes to infrastructure design, agricultural practices, and forest management are needed to maintain infrastructure lifespan, food and wood production, reduce forest fire risk, and enhance water quality and natural habitats.

The Institute on the Environment director must submit a written report to legislative committee chairs and ranking minority members with jurisdiction over environment policy and capital investment by February 1, 2024, including findings, recommendations, and any proposed legislation.

The bill becomes effective the day following final enactment.
