Appropriates $4,500,000 from bond proceeds to the Minnesota Amateur Sports Commission to design, construct, and equip rugby fields at the National Sports Center in Blaine, including site preparation, drainage improvements, and scoreboards.

Appropriates $10,000,000 from bond proceeds to the Minnesota Amateur Sports Commission to design, construct, furnish, and equip an integrated clubhouse at the National Sports Center in Blaine.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $14,500,000 to provide the appropriated funds, in accordance with Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution article XI, sections 4 to 7.

Takes effect the day following final enactment.
