Establishes a work zone safety pilot program run by the commissioner of transportation in coordination with the commissioner of public safety, operating from the 2023 through 2024 construction seasons.

Requires deployment of speed safety camera systems in at least two work zones on the trunk highway system (including greater Minnesota) with speed limits of at least 45 miles per hour, with daily calibration and inspection by licensed peace officers.

Authorizes issuance of administrative citations with a $50 fine for speeding violations detected by the cameras, with warnings only during the first 30 days at each location; violations do not affect driver's license status.

Requires prominent signage notifying drivers of camera enforcement, public education before and after deployment, and data destruction within 24 hours unless a citation is issued or data are needed for investigations.

Mandates an independent nonprofit evaluation by February 1, 2025, analyzing effectiveness in supporting worker safety and reducing crashes; appropriates funds from the general fund for interagency agreements, contracts, public education, and program evaluation, available until June 30, 2025.
