Establishes a northern border community testing grant program administered by the commissioner of employment and economic development to provide grants to counties adjoining the Canadian border for COVID-19 community testing programs.

Restricts grant funding to costs of establishing and operating COVID-19 testing programs that are eligible for Federal Emergency Management Agency reimbursement, with up to 4 percent of appropriated funds available for administration.

Requires the commissioner to submit a report by December 31, 2023, to legislative committee chairs with jurisdiction over economic development and COVID-19 testing detailing funds spent under the program.

Appropriates $4,000,000 from the state fiscal recovery federal fund (American Rescue Plan Act) for fiscal year 2022, available until December 31, 2026, with any unobligated funds required to be returned by November 15, 2024.
