Expands the Board of Cosmetologist Examiners from seven to nine members by adding one advanced practice esthetician and one hair technician effective January 1, 2023.

Creates new licensing classification for hair technicians performing cosmetic care of hair on the scalp, including cutting and applying dyes, bleach, keratin, or chemical treatments, effective January 1, 2024.

Eliminates fees for instructors' operator or salon manager licenses while an instructor holds an active instructor license and requires the board to automatically continue these licenses, effective January 1, 2024.

Establishes a working group to study and report by January 1, 2024, on salon and school manager license evaluation, special event and homebound service permits, and endorsement-based licensing structures.

Appropriates $20,000 in fiscal year 2023 to the Board of Cosmetologist Examiners for licensing and regulating hair technicians and directs the revisor to change all references from "Board of Cosmetologist Examiners" to "Board of Cosmetology" in statutes.
