Appropriates funds from the general fund to the commissioner of education for trauma-informed and systematic professional development grants for all school staff, including principals and administrators, to support students with adverse childhood experiences and promote restorative practices and nonexclusionary discipline.

Eligible school sites receive grant funds calculated at $75 multiplied by the number of pupils enrolled on October 1 of the previous fiscal year.

Commissioner of education selects schools to receive grants with preference given to schools within districts with large discipline disparities as identified by the Department of Human Rights.

School districts and exclusive teacher representatives must negotiate trauma-informed support program plans and grant fund allocation, with eligible programs including trauma-responsive training, adverse childhood experiences training, extra professional development days, or outreach to affected students and families.

Districts must assess grant outcomes including data on suspensions and expulsions, attendance, and academic achievement and growth; this is a one-time appropriation.
