Commissioner of health shall issue a grant to conduct research identifying health disparities experienced by African-born immigrants in Minnesota, their causes, and barriers to accessing health care using public or publicly available data.

Grant recipient must evaluate existing state agency practices for collecting and disseminating health disparity data and recommend changes to allow disaggregation into more specific racial or ethnic groups.

Commissioner of health shall establish a task force including African-born immigrants, health and social service providers, health disparity experts, data specialists, and representatives from the Department of Health and Department of Human Services to provide input on research and make recommendations.

Task force may submit a report to the commissioner and legislative committees with jurisdiction over health care and data practices providing recommendations for changes to state health data collection and describing disparities, causes, and barriers specific to African-born immigrants.

Task force expires June 30, 2025, and an unspecified amount from the general fund is appropriated in fiscal year 2023 for the research grant and task force operations, available until June 30, 2025.
