Commissioner of human services shall conduct comprehensive review of mental health and substance use disorder treatment services and needs for adults and children statewide.

Review must include comprehensive list of available behavioral health treatment services with treatment intensity levels, community-based or residential settings, age groups served, and eligibility requirements.

Review must evaluate accessibility and geographical distribution of behavioral health treatment services and assess community-based and residential treatment facility capacity and census data.

Commissioner must identify behavioral health treatment services or eligible populations with most unmet service needs and work with commissioner of health to determine if increasing residential behavioral health treatment beds would be in public interest.

Commissioner shall report findings and any proposed legislation to improve behavioral health treatment capacity, accessibility, and effectiveness to relevant legislative committees by January 31, 2023.
