Establishes a green training program account in the special revenue fund administered by the University of Minnesota Board of Regents, with appropriations to the account remaining available until expended.

Creates a green training program committee with at least 50 percent of members representing and appointed by labor organizations for frontline service workers, including food service, maintenance, grounds, and facility workers.

Committee shall oversee employee education and training in solid waste reduction, waste sorting, and energy usage, plus provide per-hour pay increases upon training completion, with first meeting required by October 1, 2022.

Committee must monitor sustainability trends and recommend university practices to the Board of Regents, with authority to use local workforce investment boards, state colleges, labor organizations, and nonprofit entities for technical assistance.

Appropriates $3,000,000 in fiscal year 2023 from the general fund to the Board of Regents for transfer to the program account, with annual reports required by February 28 beginning in 2023.
