HF 4545 Summary

• Establishes a Health and Human Services Coordinating and Financing Board effective July 1, 2023, comprised of nine state commissioners and three county representatives, chaired by the commissioners of health care services and health, to coordinate implementation and financing of multi-agency health and human services programs.

• Creates four new state departments effective July 1, 2023: Department of Health Care Services (administering medical assistance, MinnesotaCare, mental health services, and elderly/disability services), Department of Forensic Services (providing secure inpatient treatment and community-based forensic services), Department of Direct Care Services (operating regional treatment centers and direct care programs), and Office of Eligibility Services (determining client eligibility for social services, health care, education, and housing assistance programs).

• Transfers licensing and regulation of facilities under chapters 245A, 245D, and 245F from the Department of Human Services to the Department of Health effective July 1, 2023.

• Transfers health maintenance organization and health plan regulation powers from the Department of Health to the Department of Commerce effective July 1, 2023.

• Transfers background study and violence prevention duties from the Department of Health and Department of Human Services to the Department of Public Safety effective July 1, 2023, and directs commissioners to prepare legislation for transferring the Minnesota Family Investment Program by February 1, 2023.
