Appropriates $4,200,000 from bond proceeds to the Metropolitan Council for a grant to Three Rivers Park District for Mississippi Gateway Regional Park development.

Funds cover design, engineering, construction, furnishing, and equipping of park features including playground development, pedestrian trails, landscape and habitat restoration, visitor center, classroom space, and site amenities.

Appropriation is conditional on $21,500,000 being committed from nonstate sources to complete the project.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $4,200,000 according to Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution.

Effective the day following final enactment.
