Increases Fish and Wildlife Management appropriation from $81,031,000 to $82,034,000 by modifying Laws 2021, First Special Session chapter 6, article 1, section 3, subdivision 6.

Appropriates $275,000 in fiscal year 2022 and $275,000 in fiscal year 2023 from the heritage enhancement account for shooting sports facility grants under Minnesota Statutes section 87A.10, including archery facilities.

Requires grants to be matched with nonstate funding, which may include in-kind contributions, and designates $50,000 in the first year to upgrade the Department of Natural Resources shooting range database.

Makes the shooting sports facility grant appropriation a onetime allocation available until June 30, 2023.

Cancels $6,000 of fiscal year 2021 general fund appropriations from Laws 2019, First Special Session chapter 4.
