Amends Laws 2018, chapter 214, article 1, section 17, subdivision 7 to extend the availability of a $4,000,000 bond proceeds appropriation for the White Bear Lake Trail and Route project.

Allocates $2,600,000 to Ramsey County for designing and constructing trail improvements along South Shore Boulevard between White Bear Avenue and Trunk Highway 120, and paving an existing dirt path in Ramsey County Beach and Water Park.

Allocates $1,400,000 to the city of Mahtomedi for designing, constructing, and equipping trail elements along Birchwood Road, Wildwood Beach Road, and Briarwood Road, subject to transportation commissioner approval for elements near Trunk Highway 244.

Allocates up to $70,000 remaining after substantial completion of the Mahtomedi project to the city of Birchwood Village for designing, constructing, and equipping a Lake Links Trail segment to complete a loop around White Bear Lake.

Extends the bond sale authorization and appropriation availability from the original deadline to December 31, 2024.
