Appropriates $25,000,000 from the bond proceeds fund to the commissioner of public safety for grants to Rice County for designing, engineering, constructing, furnishing, and equipping new law enforcement and government facilities.

Funds include support for expanded mental health, veterans, election administration, and emergency operations facilities, as well as accessibility, energy efficiency, safety, and security improvements.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $25,000,000 to provide the appropriated funds, in accordance with Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution article XI, sections 4 to 7.

Becomes effective the day following final enactment.
