Amends Minnesota Statutes section 245.4661 to add a new subdivision establishing a funding floor for adult mental health initiative regions under a new funding formula effective no later than January 1, 2025.

Requires that no adult mental health initiative region receive less funding under the new formula than it received in 2022 from combined adult mental health initiative funding and Moose Lake Alternative funding.

Appropriates an unspecified amount from the general fund in fiscal year 2023 to the commissioner of human services to ensure regional funding floors are maintained during the formula transition.
