Removes the January 1, 1981 deadline and changes mandatory rulemaking to discretionary rulemaking for the Environmental Quality Board to establish environmental review rules and procedures.

Requires the Environmental Quality Board to use formal rulemaking under chapter 14 if it receives a petition signed by at least 100 state residents requesting that modifications to environmental assessment worksheets go through the rulemaking process.

Petition must describe requested modifications and be submitted no later than 45 days after public notice of the modification is given.

Prohibits responsible governmental units from requiring project proposers to participate in the Environmental Quality Board's 2022 pilot program for climate change information in environmental reviews.

Allows project proposers participating in the pilot program to request reimbursement from the Environmental Quality Board for extra costs incurred only for activities required to complete the pilot program's revised environmental assessment worksheet.
