Appropriates $3,500,000 from the bond proceeds fund to the Public Facilities Authority for a grant to the city of South Haven for water system improvements and upgrades.

Funds to be used for designing, engineering, constructing, and equipping improvements including replacement of water mains, service lines, meters, and lift station improvements.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $3,500,000 to provide the appropriated funds.

Bond sale and issuance governed by Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution, article XI, sections 4 to 7.

Effective the day following final enactment.
