Establishes a 13-member Supervision Standards Committee to develop statewide standards for probation, supervised release, and community supervision across all three delivery systems by January 15, 2025.

Modifies probation and supervised release violation procedures to require identifying community-based alternatives before revocation for nonviolent controlled substance offenders, with emphasis on treatment and restructuring terms rather than incarceration.

Implements a new funding formula for fiscal years 2022-2023 for community supervision based on a base amount plus population, geographic area, and felony supervision workload calculations.

Appropriates $25.3 million in fiscal year 2023 to the Department of Corrections for probation and supervised release services, including $21.3 million for field services and county probation officers, $2 million for quality assurance and training, and $2 million for revocation caseloads.

Repeals multiple statutes including provisions on CPO county reimbursement rates, probation service provider caseload grants, classification systems for offenders, and caps on incarceration for supervised release violations.
