Appropriates $10,000,000 from the bond proceeds fund to the Commissioner of Employment and Economic Development as a grant to the city of Breckenridge for designing, constructing, furnishing, and equipping a community center.

Authorizes the city of Breckenridge to enter into a lease or management agreement for operation of the community center, subject to Minnesota Statutes section 16A.695.

Directs the Commissioner of Management and Budget to sell and issue state bonds up to $10,000,000 to provide the appropriated funds, following procedures outlined in Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution article XI, sections 4 to 7.

Takes effect the day following final enactment.
