Appropriates an unspecified amount from the general fund to the Minnesota Commissioner of Human Services for one-time nursing facility grants in fiscal year 2023.

Eligible nursing facilities must apply to the commissioner using an expedited application process that allows electronic submission and signatures.

Each eligible facility receives a grant equal to half of its estimated lost revenue from March 15, 2020, to January 31, 2022.

Grant funds must be used to pay down pandemic-related debt, mitigate COVID-19 effects, or hire and retain staff, with facilities required to submit a usage plan upon request.

Grant money cannot be treated as a credit when calculating total payment rates under Minnesota Statutes chapter 256R.
