Expands the definition of "killed in the line of duty" to include public safety officers who die from heart attack, stroke, or vascular rupture if the death results from nonroutine stressful or strenuous physical activity engaged in while on duty or during training exercises.

Establishes a presumption that cardiac events are line-of-duty deaths if they occur while engaging in emergency response activities, while still on duty afterward, or within 24 hours of such engagement, unless overcome by competent medical evidence.

Adds suicide as a line-of-duty death if a licensed mental health provider previously diagnosed the officer with post-traumatic stress disorder resulting from work as a public safety officer.

Defines "post-traumatic stress disorder" by reference to the most recently published edition of the Diagnostic and Statistical Manual of Mental Disorders by the American Psychiatric Association.
