Appropriates unspecified general fund amount for fiscal year 2023 to the commissioner of administration to contract with the Institute on the Environment at the University of Minnesota for weather trend research.

Research must examine how projections of future weather conditions can be integrated into the design and evaluation of buildings constructed by the state of Minnesota and local units of government.

Research focuses on reducing energy costs through energy efficiency measures, innovative construction materials and techniques, and renewable energy sources, and on preventing damage from extreme weather including intense precipitation, tornadoes, flooding, and elevated temperatures.

Requires the Institute on the Environment director to submit a written report by February 1, 2024, to legislative committee chairs and ranking minority members overseeing environment policy and capital investment with findings, recommendations, and any legislative proposals.

Effective the day following final enactment.
