Appropriates funds in fiscal year 2023 from the general fund to the Commissioner of Public Safety for listening sessions statewide and to increase funding for the Ramsey County Juvenile Detention Alternatives Initiative and expand it to other counties.

Establishes grant programs for prevention services including community violence prevention, mental health and substance abuse services for youth, truancy reduction, trauma support, parental support, wrap-around services, and youth-centered community programs.

Establishes grant programs for intervention services including programs that disrupt violence cycles through community healing and wrap-around services, and programs providing intervention and healing to youth who have experienced or caused violence.

Establishes grant programs for barrier-reduction services including youth employment and internship programs, on-the-job training, and mentorship programs with guidance counseling, career counseling, and mental health support for justice-involved youth.

Requires the Commissioner to prepare grant application materials within three months, review applications and make awards within six months, and report annually by February 1 to legislative committees on grant recipients, amounts awarded, purposes, usage, and grantee success evaluations.
