Cities that have adopted rent control are prohibited from increasing their general operating levy by more than the percentage limitation placed on rent increases under their rent control measure, beginning with taxes levied in 2022.

"Rent control" is defined as an ordinance, charter amendment, or any other law that places controls or limitations on rents imposed on private residential property.

Cities with rent control must provide copies of their rent control measures to the Department of Revenue by August 1 each year, and the commissioner of revenue must notify each city of its levy limit by September 1.

Special levies authorized under Minnesota Statutes section 275.70, subdivision 5, are excluded from the levy limit calculation.

If a city fails to provide necessary information to calculate the levy limit, the commissioner may set the city's levy limit equal to the amount of the city's certified levy for the prior year.
