Implements a licensing fee holiday for construction trades from July 1, 2022, through June 30, 2024, during which no fees for license renewal shall apply except for business licenses.

Business licenses remain subject to a $120 base fee through September 30, 2023, then qualify for the fee holiday starting July 1, 2022.

Reduces licensing fees during October 1, 2021, through June 30, 2022, with journeyworker fees at $15 (1 year) and $30 (2 years), master fees at $30 (1 year) and $60 (2 years), and entry-level fees at $10 (1 year) and $20 (2 years).

Appropriates $3,357,000 in fiscal year 2023 from the general fund to the commissioner of labor and industry for transfer to the construction code fund, with a base of $4,477,000 in fiscal year 2024 and $0 in fiscal year 2025.

Amends Minnesota Statutes section 326B.092, subdivision 7, regarding license fees and renewal fees for construction trades.
