Each school district must provide gender-neutral, single-user restrooms, locker rooms, shower stalls, changing stalls, and other privacy features for students with privacy concerns.

Adds $79 per adjusted pupil unit to total operating capital revenue for school districts to fund these facilities.

Authorizes use of operating capital revenue for construction and improvement of gender-neutral, single-user restroom facilities and locker room privacy stalls, contingent on school board approval of a plan.

Appropriates an unspecified amount from the general fund to the Department of Education for fiscal year 2023 for construction or remodeling of gender-neutral restrooms and related privacy facilities.

Effective dates: appropriations effective July 1, 2022; revenue changes effective for fiscal year 2023 and later.
