Amends Minnesota Statutes section 12.03 to specify that "disaster" does not include the effects of climate change, effective the day following final enactment.

Prohibits the governor from declaring a peacetime emergency to address the effects of climate change under Minnesota Statutes section 12.31.

Maintains the governor's authority to declare peacetime emergencies for acts of nature, technological failures, terrorist incidents, industrial accidents, hazardous materials accidents, or civil disturbances when local resources are inadequate.

Preserves the governor's ability to act without tribal consultation when situations require prompt and timely action, though consultation is required before declarations affecting Indian lands when time permits.

Retains existing peacetime emergency procedures including the 5-day limit (extendable to 30 days by Executive Council resolution) and legislative override authority by majority vote.
