Establishes a 21-member working group under the Pollution Control Agency to study steps for ending land disposal of mixed municipal solid waste in Minnesota.

Members include the PCA commissioner, one House member, one Senate member, six county officials, two solid waste industry representatives, two environmental group representatives, two business representatives, and six public members, appointed by October 1, 2022.

Working group must report findings and recommendations by January 1, 2025, identifying steps to eliminate landfilling by 2040 and assessing monetary and other costs and long-term savings.

Appropriates $250,000 from the general fund in fiscal year 2023 to the Pollution Control Agency for working group expenses, available until June 30, 2025.

Working group meetings are subject to open meetings requirements and the group expires upon submission of the final report.
