License plates issued to individuals are now issued for the lifetime of the initial plate holder, replacing previous renewal periods for passenger automobiles and other vehicles.

Persons may transfer license plates to a different vehicle they own or jointly own by paying a $5 transfer fee, with some exceptions for special plate types that have vehicle eligibility requirements.

Disability plates may be transferred without charge to a replacement vehicle if the replacement vehicle meets statutory requirements and is owned or operated by the permanently physically disabled person.

Special license plates issued for various groups (firefighters, National Guard members, veterans, etc.) may be transferred to qualified replacement vehicles upon payment of $5 fees.

Repeals multiple statutory provisions that previously contained separate transfer rules for specific types of special plates, consolidating transfer procedures into section 168.12.
